They had (still have) a couple of big national software projects used by millions of users so there's some opportunity to gain valuable IT experience. A couple of the older staff have lots of experience and are a valuable source of mentorship if you're just starting out in your career.

Compensation was quite poor when compared to industry averages. There were issues related to delayed salary payments, non-remittance of pensions and start-stop contributions to health insurance which may or may not have been resolved. Most projects they had were old and there wasn't too much opportunities to learn new things for newer staff. Promotion rarely happened and came at a premium and was almost always as a result of a staff leaving for another organization. The leadership can be antagonistic and aloof.
