Compared to US/UK companies which almost always work on merit the company works on hierarchy and length of service principals.. which in turn encourages excessive politics, generates limited decision making and extremely short term/ no strategic objectives. Summed up by senior executives having contracts renewed yearly to perform or be moved on!
