Unfortunately, it is part of a matrix organization where different departments with different hierarchies within the larger Shell family have conflicting objectives and performance benchmarks. Frequent rotation amongst the highest levels of management result in changes in strategy every three or four years, often before the existing strategy has been fully implemented.
