The main CEO sets goals that change so frequently that trying to hit a goal is nearly impossible, it's like a moving target. Management is also very disorganized, there isn't enough structure or guidance, communication is extremely poor, and there isn't any real trust between the managers and the employees. After delegating a task or project to an employee they refuse to give up control which makes it hard for one to perform.
