In my time there, the amount of turnover I saw from both leadership and employees was stunning. It's a great landing spot to collect a paycheck while you look for an opportunity that pays you at least an industry-standard value for your position. They are well aware they don't pay well, so they set an incredibly low bar for acceptable results in order to retain people. This naturally leaves others who are ambitious and invested feeling underappreciated and frustrated as goals are missed and feedback from people on the frontline falls on deaf ears. As most leaders and employees don't bother to come into the office more than 1 or 2 days a week, it also creates a toxic political game with middle management to see who can have the best "optics" as that will get you rewarded because the bar for performance is so low. This leaves everyone bouncing from one critical initiative to another week-to-week just reacting to whatever data point someone from the C-suite saw the week before. New leaders were recently brought in but it was clear pretty quickly they plan to play that same politics game instead of trying something different. I hope they find a way to turn it around because there are good people there, but I doubt it.
