Change is desperately needed in some areas, and to effect the "change" they only look to and value the opinion of those who have been there 20 years. When they say they "can't find anyone" for open positions that are really new skill sets to the group, what is really meant is "we can't find anyone who is exactly like we are now". High-level managers try to effect "how" something is done without having the proper skill set or understanding. Similar to "helicopter parenting", they give a long laundry list of what they "think" is right, but bear no responsibility when the implementation must occur. This "helicopter management" style drives away any real talent you may have. You will not learn much here that you can transfer to employment at other similar institutions.
