Small, woman owned company so you have what I refer to as "the hiring clutch" (i.e. friend nepotism) going on. "She" gets hired because the owner worked with "her" before and became friends, of course both were equally impressed with one anothers work however neither of them still work at the place where they met - how bout that.
Owner's husband is on the board of directors so they can persue government contracts for veteran's preference.

NO oversight of managers - they are allowed to set up their own fiefdoms and set up raodblocks between the management and worker bees. Of course with the 'friend factor" going on any complaints would be met with instant goodbyes anyway.
