Previous leadership focused on a "journey" that spent years "crossing a meadow." The meadow never had metrics and always shadowed the flat business to employees. The company artificially lived by a culture and story created by an independent agency and never truly understood, created or embraced by employees. This has made it challenging for today's leadership to gain traction, yet in 8 months a difference is already seen and felt.
A few employees still lack personal responsibility of being accountable and feel the company owes them something without providing individual contribution - they have confused policy changes with culture and something "they don't like." They seek entitlement without purpose.
