- Nepotistic and egregious behavior that is never corrected, controlled and is possibly encouraged - Government bureaucracy and lack of understanding in how to run operations efficiently - No proper feedback mechanism for anyone, which allows the entire organization to suffer from inappropriate behavior that is damaging to the organization - Leadership doesn't act in good faith - There's a reason that the ethics training states "don't do it if it would look bad in the newspaper" versus "don't do it if it's illegal". Clearly, the strategy is to manage appearances and not authentically account for bad behavior. It's no wonder universities are the source of untold scandals.
