No why to move up or out of your current position, hard to cross-over to another position, some managers can be "stuck in the past" with old ways of thinking, people tend to stay so moving around is very difficult, reviews are set up in a way that makes it hard to receive a good one, salary is lower than mid stream or the private sector which is why the benefits are good.
