You can find really competent people depending on the project you are assigned to. They use a mentorship program that can help new arrivals at first. ONLY at first, and it really depends on the mentor.

The development need is legacy software, sometimes even going to java 4. Management positions are holded by young people with old mindset. Finally the great prize: it does not matter if you dont work as long as you stay in the office, it is way more important to keep your chair warm than doing your job. Some coworkers have even been notified for going to the bathroom for more than 10 minutes.
