Employees feel that physical presence in the office is treated as more important than actual performance. In situations where flexible arrangements had already been discussed and agreed with line managers, additional scrutiny could still occur, creating uncertainty about who ultimately has decision-making authority. This environment leads managers and employees to spend significant time discussing attendance, approvals, and administrative matters instead of focusing on customers, operations, cost reduction, innovation, and business growth. There is also a perception among some employees that trust-based management has been replaced by a highly controlled approach.
