Senior management are untrained and directionless. There is a culture of not trusting employees to make basic decisions. Even the language they use is very oppressive and demeaning.
Likely the above is due to the next point, career progression is based on if your face fits, you do as you are told and never question those above you.
The workplace culture is very much staff in seats. You can do very little so long as you are seen to be there longer or are louder than others.
The lack of trust from the management and the culture around being seen has lead to the breakdown of any good hybrid work balance, which means even when working from home you are assumed not be pulling your weight.
