It is overly formal and hierarchical, which can be frustrating for staff who do not feel they receive enough mentoring or guidance, or who feel silenced when trying to make a meaningful contribution. Staff have built-in disincentives to improve accountability and efficiency in the organization. This has negative repercussions not just for team morale, but also for global health.
