Small company, needs more investors

The technology is challenging and the customers are varied. There is quite a bit of flexibility in how you implement solutions. You're close to the customer and many serious decisions are yours to make with colleagues. Finally, Crossbow has a fairly good reputation among small navigation firms.

Management is a complete mess. Schedules are neither published, nor kept current, nor very accurate in the first place. Specifications are subject to whim. Imposed solutions (by fiat) muddy the water in many cases and result in long re-design cycles. There isn't any cost control and there isn't much in the way of road-map type technology development.
