Technical questions not asked in the interview & in the end HR response is that the panel did not find you hands on & you look more on the managerial side, also you have not worked on GCP. I believe my resume clearly mentioned that I have worked on AWS only so while shortlisting one would have looked into this before calling for the interview. Also when interview questions would be on managerial stuff only then yes surely one would look from managerial front only. No one asked for writing a Dockerfile or the Devops practice implemented in the current organisation & assumption by the panel is automatically taken that the candidate has only managerial skills.
