Vision from the top is flawed, poorly executed partially due to expectations from top

My team leader is very supportive and takes the time to mentor the team

The salary is low, and the workload is heavy. Management doesn't understand the testing process, so our tasks are often unclear. Whenever we find a bug, the developers claim it 'works as designed' and refuse to fix the problem. Instead, they always complain and call the test team stupid.
