Only the owner decides and when he/she does, everybody needs to run to get things done in order to satisfy him/her. This might results in clientelism and waste of time/money instead of efficiency, The entire HR department is not very straight-forward, does micromanagement and is not willing to listen to employees' needs and aspiration.
