(limited budget, insufficient manpower or little attention, etc.). What
difficulties did you encounter, what methods were used to solve them, and
what was the final result?

The interview process begins with the HR team before being handed over to the hiring managers. However, there seems to be some uncertainty in the process once it reaches the user stage, as candidates are often passed from one team to another without clear explanations. Based on my experience, it appears that some hiring managers may not move forward with a candidate and instead pass them along to other teams who may have a need.
